Show detailed info for non-running tablets #1646

For example if two tablets can't be settled we see:

And there is no way to identify two non-running tables (their id or reasons why they are stopped)

All the tablets should be rendered properly regardless of their status and "tablet" page should also work for them

Additionally, diagnostic info why they are not running should be provided (perhaps a separate issue)
