'Restart tablet' button on followers

On node's tablets tab, there is a button to restart each tablet, including followers

(btw it has 2 hovers for some reason)

One might expect that this button will restart the follower, however it will call tablets?KillTabletID=72075186224103527, restarting the leader tablet.

AFAIK there is no way to restart a specific follower, so the best fix is probably to simply remove the button for followers
