Everything is working perfectly. Make sure you have the correct PHP installation:

Requirements
PHP 7 - Thread Safety (ZTS) enabled
pthreads 3
cURL

i have the correct php installation... your first Version (0.3) is working for me but the newest one not...
i get all the time if i try to use the ProxyChecker modul

APPCRASH
"cli doesnt work anymore"
Fault Modul Name: php_curl.dll
