Issue with Dynamic Parameters in IDP Requests with MFA

Description

Similar to #21805, it doesn't work during the MFA scenario as well (when an IDP is configured as the 2nd step).

Steps to Reproduce

Follow the steps outlined in #21805. However, instead of configuring both authenticators in the first step, set up the Basic Authenticator as the first step and the Federated IDP as the second step.
