add handbook for non techies

A second handbook for non techies would be help to onboard more people.

There could be thinks explained like:

• introduction into terminal
• how to customize terminal
• how I know I have the technical requierements
• save commands in cli and terminal (like status questions, help section,....)
• setup guide/wizard for terminal and cli
• how to connect to ssh
• video tutorials
• maybe interviews to overcome the fear of using cli
• talks and slides like https://schlessera.github.io/wcber-2017/#/title
• ...

could of course include links to external resources, where they explained it in a good way.
Some of it could maybe go together with the handbook for devs, but I think a lot of stuff is unnecessary and would add too much noise in the handbook for developers.

Thats why I think it could be a good idea to add a "how to get started as a non-techie" area on the website https://wp-cli.org/
