This might be too challenging, as the linter may need significantly different configuration based on the API being linted. It also may need to use file paths relative to a given proto path. Note that a single repo may contain multiple APIs, not all of which need to conform to this linter.

For now, #42 provides a convenient way to at least install api-linter.
