Phone Calls not ringing on devices

Good day,

After the most recent update on Windows, Android, and iOS, phone calls are not ringing on devices any longer. Linux (AppImage) sometimes works but not consistently.

OSes affected:
Windows 10 Enterprise 21H2
Manjaro KDE Linux 22.0.5 w/Kernel 6.2
Fedora KDE Linux 37 w/Kernel 6.2
Android 13
iOS 16

Network types:
Academic, strict firewall
Corporate, strict firewall
Home, permissive (also tried with completely disabled as well as OS firewalls disabled)
Cellular LTE
Cellular 5G

Connection types:
Windows, Fedora, and Manjaro machines, ethernet
Android and iOS, wireless
Tried with VPN (Proton) enabled, disabled, and fully uninstalled and purged from system

Steps to reproduce:

1. Open Wire
2. Select contact
3. Make phone call
4. Observe lack of ring
