In T286136 an effort was made to prevent it from happening instead or in addition to zooming but it still seems to happen if both Wikipedia World and WIWOSM overlays are turned off.
I noticed this in Firefox 118 but can't reproduce in older browser versions like Firefox 97.
(As a side note, it would be nice if these overlays could be disabled via URL parameter and mw.config setting in MetaWiki script as the underlaying data is very outdated. In et.wikipedia we had to fork this script and manipulate the toolforge URL to be able to disable WIWOSM in particular.)
