Submitting issue anonymously often creates empty reports

I have multiple empty reports created by the website on Fenix. After a while, it appears that the following steps have high probability of creating an empty report:

• Use Nightly Fenix in Private mode
• Have uBlock add-on installed
• Do Report Site Issue on a site
• While creating the report, switch tabs multiple times at different steps of the report, include tab switch in the middle of writing issue description
• Maybe add a new screenshot
• Maybe scroll up an edit a previous step once or twice
• Maybe take a bit of time while gathering info for the report
• Do anonymous submission at the end

The net result is an empty report.

The workaround is to scroll to the top of the form and click Continue in succession at every step.
