Though we already use conversational-commit for the PR titles, GitHub only recognizes tags. I think this causes some duplicated work. we should have an Action to mark PR with |

Generally speaking, we would have a series of tags starting with
release: xxx. PRs marked with these tags would be placed nicely in the release node.@web-infra-dev/rspack cc
