Recycle Inactive WCW Accounts

Summary

WCW has many accounts generated under the .wam suffix which have not been used in a long time. Maybe it would be a good idea to enforce an activity cut-off for such accounts, like maybe 1 year of never having logged into their WCW account and having sent no transactions within that time (which should be implied if the account has had no logins).
This has the potential to save on a lot of account space and into the future.

Things to consider

• what do we do if an account has assets on it? Do we send them to a holding account under which the user may reclaim them by creating an account that is linked to the previous credentials (somehow)?
• The WAX team will have to implement this, so their input will be needed
• What do we do about non-asset contract state that is connected to the account?
