Create a blueprint for code commits. Should be like announce-only, but without
the hold-all filter, and with the from address of the commit-hook with post
permission (maybe a new role = "commit-sources").
It would be nice for the blueprint to describe additional ui elements during
creation (like a wizard). In this case the needed info is the from address to
allow for commits to be posted to the list.
If the ui elements cannot be provided, at least specify in the description that
the admin should silently invite the from address for the commits, and change
them to a/the role with post permissions.

In addition the blueprint/text should make sure to turn off delivery for the
commit-source (the address where the commits are coming from). If they don't,
maybe the bounces will disable the address automatically, or else extra messages
will just go out (spam, really).
