Establish guidance for the management cluster

We should provide additional guidance concerning the management cluster.

• What are the functions handled by the management cluster?
• Can users add workloads to this cluster?
• Are there business continuity concerns to think about? (ie. backup and restore)

We are trying to get more clarity on the management cluster sizing from tanzu engineering team, however, we haven't got any guidance on this.
No custom apps/workload could be deployed in the Management cluster, will get this included in RA 2.0
Currently, TMC only allows to backup and restore workload clusters but not Management Cluster. We will try to gather more details on any recommended way to protect/recover mgmt cluster in case of a disaster from the engineering team(along with implications) and include it in RA

From 2.2, the option to recreate the management cluster is provided. https://docs.vmware.com/en/VMware-Tanzu-Kubernetes-Grid/2.2/tkg-deploy-mc-22/mgmt-manage-br-infra.html. However, a full restore of mgmt cluster is not supported. We will validate the recreate option and update the RA.
