Syloti nagri encoding model notes

There doesn't seem to be a proper agreed way to create Syloti Nagri conjuncts. As a result, Noto Sans SylotiNagri does not form any proper conjuncts. See here.
some years ago , I think when the Alternate hasanta was encoded. The text and properties of syloti Nagri was updated.
You can check the core specification.
This text can be removed, I think noto font support conjuncts now.
