Make Edge the Default Browser on Windows

Currently, IE is still used as the default (SWT) browser on Windows. Since IE is end-of-life and since the new HiDPI functionality does not work properly with it (or at least requires some effort that is better put into Edge), such as scaling tooltips, the implementation used as default should be changed to Edge.

There are currently some issues prevent Edge from being used as the default browser. Most prominent one is the unability to display the IDE's welcome page, but also the inability to properly run the SWT browser tests with Edge:

• Welcome page has missing color and styling with Edge browser in Eclipse eclipse-platform/eclipse.platform.swt#213
• The internal browser is outdated eclipse-platform/eclipse.platform.swt#840
• Browser tests are not executed for Edge browser eclipse-platform/eclipse.platform.swt#671

The goal of this issue is to make Edge the default browser for SWT / Eclipse UI on Windows, addressing at least the above mentioned issues.
