Add lifecycle policy bucket estimates to estimator script

In addition to "static buckets", the estimator script should do calculations for a bucket which had lifecycle policies on it. One could imagine that having a bucket with lifecycle policies for both US and US-CENTRAL1 could be our "go to" place to throw data that is being moved out of standard storage for short to mid term storage.
