We will require a state machine to for our autonomous vehicle to make strategic decisions. For this issue a model of the state machine used in OBC should be generated and a document should be created for other members to understand the logic behind our vehicle. There is an example of what this should roughly look like here.

Please include a visual of this state machine in the readme for this repository.
