Drupal console's niche (boilerplate code generation) appears to be largely consumed by Drush. Drupal console also now has issues with Drupal 9 support, largely due to lack of maintainer-ship.
I've got a POC workaround in the 8.3 images #877 that removes drupal console and drush-launcher in favour of ensuring that /app/vendor/bin is in the path to catch any composer-installed drush.
