scrollPadding not used when scroll-to = tooltip

Description

When data-scroll-to="tooltip" the page scrolls to set the tooltip somewhere in the middle instead of at the top.

Expected Behavior

When data-scroll-to="tooltip" scroll to the point where tooltip is 30px (scrollPadding) from the top, in the same way as data-scroll-to="element" scrolls to the point where element is 30px from the top.

Actual Behavior

It scrolls to the tooltip somewhere in the middle of the screen.
