Better controls on tag/category names

Categories like "keyboard" and "sound" are uninformative. We need to design the set of tags better and place restrictions on game metadata to use only those tags. If you pick something outside the set, you don't get installed.

This is also to offset the oddity that tags are shortcut search terms that also match against names and descriptions.
