Fix Alignment of X Axis Labels for Bar & Line Chart

Both the line and bar charts share the bar_grid_line_labels component to label their x axises. The odd thing is the line chart label SVG doesn't start along the y axis, but the bar chart does, which makes positioning the labels for alignment inconsistent for each. We need to figure out why the two don't render the same in each chart.
