plugin-access-2.5.1 strictMode 失效 #979

之前在plugin-access-2.5.0修复的代码，在2.5.1的被覆盖没了，导致strictMode: true失效，下图为2.5.0时添加的代码，红圈部分在2.5.1中已经没了，影响范围 @umijs/preset-react 2.1.3 ~ 2.1.7

下面是测试代码截图

项目环境：
"umi": "3.5.43"
"@umijs/preset-react": "2.1.7"
