Build publications page

Going off of Lynette and William's Figma, we will need to create the implementation of the team page.

This includes creating the HTML and opening a pull request with the changes for a lead to review.

Update: I designed the publications page in Figma, visible at the same link we've been using https://www.figma.com/design/AHyxMgNixYfoqcv4V09JVK. I also made a new branch to work on, william, and I've made a simple version of the publications page, and a publications button in the navbar, which links to the publications page at /publications. I'll finish building the page next week.

Update: Finished up the publications page in react, reachable at /Publications. The page has an image and a short blurb, and also has a section with links to this year's publication and previous years, which is expandable by adding more PublicationCard components. Links still need to be added and inform me if everything looks good.

Update: Made a draft PR for the publications page but I don't have any links to any publications yet. Not sure what to do now but I will probably try and review the NaviGator/SubjuGator codebase in preparation for next semester.
