Update issue template to remove "Assignee" and "Deadline" fields

What needs to change?

These fields are rarely used and take up a lot of unnecessary space in the issue template. They can be done away with. To remove them, remove the offending lines from the .github/ISSUE_TEMPLATE/navigator.yaml file.
