WIth #93 merged, we now have a constructor that creates a "Powerline" delegation but do we need to consider it differently in the proof-chain? After a "Powerline" delegation is found, all subsequent sub fields should be legal (as I read the specification.)

We certainly need tests to verify that behavior.
