Add ability to tag locations with parking boundaries

Would be cool to store parking lots or areas that one is allowed park nearby a meeting location.
These boundaries would then have relations to multiple meeting locations.

• Possibly add boundaries to location detail API endpoint
• Add its own endpoint
• Create endpoints that make the boundary useful.
  • Post a GPS coordinate and receive any nearby boundaries or ones you're inside of
  • Endpoint to post suggested boundaries
