CMake was updated on chocolatey yesterday. Some windows builds fail, because it cannot find the dependencies through their API. It seems to be a spurious failure, lets rerun the failing tests later again. |

This PR refactors the CMake and Github actions. It creates the infrastructure to run reference tests. Two reference tests were added.
