Reference box overlies some content when viewed on mobile device

When viewed from iPhone 11:

On multiple pages, the reference box at the top is too big because the citation is so long.

Why this is bad: It covers content

Potential underlying reason for issue and therefore what to tackle: The box does not have any effect on where the content in the main body (being hidden) starts. The body content starts at the same location all the time, but the reference box changes in size based on its content.

Non elegant possible fix: Make the reference always the same, i.e. do not specify the specific task force.
