Currently PR's have no testing and all pushes end up on the production CI images, which seems fragile. We could merge something broken and have it pushed to prod.

  1. PR should come in and have a dockerbuild done. For each docker image, projects should have their ci script executed to make sure we don't break anything.
  2. The merge to master should have the build and publish.
