It's not yet clear how communities would want to remove proposals from the state document without being overly opinionated or compromising on decentralization.
Perhaps a user could remove a proposal from their convictions doc and then request to have that same proposal removed from the state document. If enabled on the backend, it oculd be possible, but this is a very specific use case, and isn't broadly useful for non-owners of a given proposal.
Perhaps there could be a minimum conviction vs. time threshold and if that minimum isn't met, the proposal is removed. However, this presents its own tradeoffs and might even be an over-engineered solution.
