Allow for copilots to stagger submission / registration #1383

Currently, submission and registration phases start at the same time. There may be times when we want registration to be 24-48 hours before submission starts.

We need to investigate:

  1. Updating WM UI to support this
  2. Ensure that the V5 phases API supports this
  3. Ensure that any stagger syncs properly with OR
