We've looked into this. The data we get from the EA is a bit of a mess. We match up the permit given in the EDM data with the consent id given in the EA permit database. There are a few that despite a lot of data mangling, don't match, so we don't count them. This is one of those. Trying to get perfect data match is quite difficult, and strategies that work for some outlets don't work for others... so we have to accept that we will miss some. If we had some funding we could spend some more time on this.
