Follows the approach used in Shpoike/pull/34 to update VS project files to 2019 and remove legacy SDL project information.
This solved the complexities I was running into around needing to manually update paths for debug builds to work properly (all seems to work out of the box now without required manual customization).
Feel free to implement this yourself, should be able to rebase any changes you add pretty easily as long as they don't touch project files.
