A user should receive an alert when they are using an unsupported browser

Pre-pilot user tried using an unsupported browser and had visualization not appear. In response, she opted to stop using Blip (at least temporarily). tidepool-org/tideline#114

Step 1: A user should be alerted when they are using an unsupported browser (this ticket)
Step 2: A user should be able to use any browser of their choice (Hub #92)
