expand capability of tlp-cluster use command

The use command lets use give a version or a custom build name, which is pretty cool. What would be extra cool is if we could point to a DEB package and have it download and use that. The specific use case is for alpha builds or for custom builds that people have uploaded for 4.0 testing.
