If off-peak (in the future: storage not in discharge mode):
Check buffer layer 2 temperature < 140F
If below, check HP power >1kW (seperate alert: check temperature lift in the past if >5kW)
If off, wait for the next check (e.g. 15min). If still off a the next check, send an alert.
