The tooltip for the diamond hook says to Sneak + Numpad2 (my keybind for the hook) will limit usage to one hook and retract a hook when looking in its direction, but I'm having no luck with either.
Use case 1: Fire multiple hooks, look at one of them, hold sneak key and press my hook key - nothing happens.
Use case 2: Hold sneak and try to fire hook - hook doesn't fire.
I don't see any other issues on this so I'm thinking this could be on my end but I have no idea what else to try or check. Both key binds (sneak and fire hook) do not have any conflicts.

You have to hold the hook item in your hand and shift+right click (or whatever your use item key is) to toggle the limit mode. You also have to be looking within about 10° of the back of the hook to retract them.
Thanks - got the single hook working fine. I was thinking this more of an on-demand thing vs. a toggle.
I still can't manage to retract a hook even when spamming the button and looking directly at the hook (and moving around a bit to try to find the sweet spot.)
