Looks like server forward timeout and retries works incorrectly. On my test machine server_forward_timeout 1 fires only after 30+ seconds delay, only on retrying backend's connection.

Need to develop tests for server_forward_timeout and server_forward_retries, these tests must be implemented in parallel with Tempesta FW message buffering.
