[Feature]: Weather widget

Add a "weather" widget that gives an overview of onchain fee conditions.

Additional context

We still need to define the logic for the Fee Weather widget. One approach is to use an API to fetch current fee data and compare it to monthly and yearly averages. If the current fee falls within a defined deviation range of these averages, the condition would display as “Average Conditions.” Fees below the range would show “Favorable Conditions,” while above would indicate “Poor Conditions. Open to other solutions as well.
