iOS 9 (All Versions) Just Gives out "Failed to execute iBoot" when I try to jailbreak or tether boot on any device. So it is not recommended to downgrade to iOS 9 until the bugs are fixed.

Same issue with iOS 8.4.1 on iPhone 5C

i've only seen success with iOS 6.x downgrade and Jailbreak

@Michael2987 I got 7.1.2 working and jailbroken on a iPhone 5 last night by using 1.0 to restore, and beta12 to jailbreak and boot. Trying other firmwares now to see which work. so far I haven't gotten any iOS 9 to work either
