Update the developer documentation here: https://github.com/suma-project/Suma/blob/master/docs/docs/developer.md

Update docs to point to suma-vagrant and account for suma-vagrant development workflow
Add documentation for client development
Update documentation for analysis tools
Update documentation for web server

This needs some major work.
