Use case: I have a static IP and a lot of node running behind it, all of which are using different port.
Would be lovely if I am able to specify the chain-id and tmp2p would verify that this peer belongs to this chain-id, to avoid cases when I specify the wrong port and the peer is in fact pointing to a different node with different chain-id.
