Steps to reproduce.

  1. Set halt-height so some non-zero value in overrides:
  2. Wait for rolling update to complete.
  3. Delete halt height.
  4. Wait for rolling update to happen.

Expected:

Halt-height removed from toml.

Actual:

Halt-height persists at old value.
