If you declare a const after a var with identical name, you receive the following error:

A variable/constant with this name has been defined already

If you declare a var after a const with identical name, you receive the error:

Variable declared twice

Example for error 1

 MODULE Test;
 CONST
   Test = 1;
 VAR
   Test: INTEGER;
 
  END Test.

Example for error 2

 MODULE Test;
 CONST
     id = 1;
 VAR
     id: INTEGER;
 
  END Test.
