Not actually a feature request.
Just found this in the doc.

But I couldn't figure out how to set the default collapse level in the tree. Could any one help me with that? Thank you very much.

If you have manage_folds = true and link_folds_to_tree = true then aerial will set the collapse level to be the same as the :help foldlevel. Outside of that, there's no other way currently to set the default collapse level
