Make sure we back-off when accessing the Core and remote Captive-core API #3234

While retesting #2611 using the remote captive core I have noticed that, if I kill the captive-core process

Horizon hammers the core API with requests to the info endpoint.
I haven't confirmed (it seems Horizon doesn't log the requests, see Consider logging HTTP requests to the remote captive core API #3233) but that may also be the case when accessing captive core remote API.
