测试问题：
智能识票失败后的发票文件再次识别能成功

预期结果：
优化智能识票准确率，能够识别的发票一次识别成功

Steps To Reproduce 重现步骤

操作步骤：
报销-》发票-》智能识票-》选择发票文件上传-》报错-》点击上传-》再次选择该图片上传-》确定
