Description

测试问题：
智能识别超过4MB的发票图片会失败

预期结果：
上传图片时系统自动压缩到4MB以内

Steps To Reproduce 重现步骤

操作步骤：
报销-》发票-》智能识票-》选择超过4KB的发票图片上传-》确认

百度发票识别接口：图像数据，base64编码后进行urlencode，要求base64编码和urlencode后大小不超过4M
