Update bibl URI in https://syriaca.org/person/2170 #1146

In https://syriaca.org/person/2170, a new bibl was added for Water the Willows. (currently this change is only on https://github.com/srophe/srophe-app-data/tree/2023.02.21_schemaWork, see the file here).

This bibl was added to the CBSS Zotero library by Syriaca editors, but a more recent data dump from CBSS created a duplicate. We will delete the record we added, i.e. http://syriaca.org/cbss/BLMKPYJZ, and replace it with the new URI for this bibl, i.e. http://syriaca.org/cbss/3YS43JW3 = https://www.zotero.org/groups/4861694/items/3YS43JW3.

Note: I deleted the old CBSS record for this, all that remains is to update the URI in person 2170
