Rqscheduler is not working

please help me out my rqscheduler is not working

(myenv) abc@abc-Inspiron-5567:~/python/working/logproj2$ python manage.py rqscheduler -i 1
06:46:50 Registering birth
2022-05-29 06:46:50,883 INFO Registering birth

this will not moving to further after registering BIRTH
and in the next terminal i f i run python manage.py rqjobs after the scheduled time cross
then the worker run the task ?
why this rqscheduler is not working
even I wait for 3-4 minutes after the scheduled time , but nothing works.....
but when I run python manage.py rqjobs then the job is processed by the worker if the scheduled time cross away.
